For decades, the tattoo in South Korea lived a contradictory existence: omnipresent in popular culture, but invisible before the law. What for many was tattoo art and personal expression, for the legal system it remained an act reserved exclusively for medical professionals. This contradiction turned thousands of tattoo artists into “illegals” within their own country, despite the enormous talent and creativity present in the Korean tattoo scene.
Now, that story is beginning to change. A new law, recently passed, marks a turning point in the relationship between South Korean society and professional tattooing. For the first time, tattooing is officially recognized as an artistic profession, not a medical procedure. This change opens the door to regulation, safety, and creative freedom, allowing the art of tattooing in Korea to flourish without fear.

The change has not been easy. For years, South Korean tattoo artists worked in hidden studios, with the blinds drawn and a trusted clientele. Many faced fines and even prison sentences for tattooing without a medical license, despite being international leaders in styles such as minimalist Korean tattooing and traditional Asian tattooing.
The new legislation—known as the Tattooist Act— allows them to officially register as tattoo professionals, obtaining licenses and complying with health standards, as is the case in other countries. This regulation seeks not only to protect the health of customers, but also to dignify the profession of tattoo artist, recognizing its cultural and artistic value.

The passage of the Tattooist Act represents a historic step forward for tattooing in South Korea and reinforces its recognition as a legitimate art form and means of expression. The tattoo industry is currently experiencing a boom and gaining international recognition: Korean tattooing is no longer taboo, but has become a powerful cultural expression that connects people from all over the world.
